*ADDRESS BY THE CHAIRMAN, ASUBEB,DR JUSTINA ANYADIEGWU TO STAFF*
Good morning, distinguished Directors, Heads of Departments, and esteemed members of staff of the Anambra State Universal Basic Education Board.
It is with a deep sense of responsibility that I stand before you today as Chairman of this Board. I thank His Excellency, the Governor of Anambra State, Prof. Charles Chukwuma Soludo, CFR, for the confidence reposed in me to serve. I also want to sincerely acknowledge the excellent work done by the previous Chairmen of this Board, especially the immediate past Chair, Dr Vera Nwadinobi, in laying the foundation on which we are building today. Equally, I commend the hard work, loyalty, and dedication of the staff of ASUBEB whose efforts continue to sustain the work of the Board.
I also wish to appreciate the progress that has been made so far by Mr Governor. His administration has made significant investments in basic education in the state, including the approval of N6.154 billion as counterpart funding for UBE grants covering 2022 to 2024, recruitment of teachers, support for free education, construction and rehabilitation of schools, and the promotion of innovation through science and technology initiatives.
However, the next phase before us is clear: we must now ensure quality at scale, with every school accountable for learning outcomes.
*Our Direction*
Our direction is deliberate: *to build a basic education system that is accountable, data-driven, technology-enabled, and focused on measurable learning outcomes.*
This means that our work will be judged not just by activities, but by results; what pupils are actually learning; how teachers are performing; and how schools are improving.
*Key Priorities*
First, system visibility through reliable data.
We must have a clear, accurate, and real-time understanding of what is happening across our schools: who is present, what is being taught, and how schools are performing. This is the foundation for effective planning, supervision, and accountability.
Second, technology as an integrated system for administration and learning.
Technology will connect our people, our processes, and our outcomes.
On the administrative side, we will deploy digital systems that allow us to track attendance, activities, and performance in a structured and transparent way.
In the classroom, technology will support teaching and learning, through access to relevant instructional resources, improved lesson delivery, and more engaging learning experiences.
Our goal is simple: technology must move from concept to daily practice both in our offices and in our classrooms.
Third, continuous monitoring, evaluation, and feedback.
We will move away from occasional supervision to a system where implementation is continuously tracked, performance is measured, and feedback is timely. This will enable us to identify gaps early and respond effectively.
Fourth, accountability and professional standards.
Every role in this system matters, and every responsibility must be carried out with diligence. We will establish processes that make performance visible, measurable, and aligned with clearly defined expectations.
Fifth, teacher effectiveness and learning outcomes.
At the center of our work is the learner. Our focus must be on improving literacy, numeracy, and essential skills. Teachers will be supported, but also expected to deliver instruction that is relevant, structured, and impactful.
Sixth, strengthened school leadership and system coordination.
Headteachers and school leaders will play a critical role in driving performance at the school level. We will work to ensure that leadership is aligned with clear goals and supported to deliver results.
*Expectations*
As we move forward, I expect from all staff:
- Professionalism.
- Commitment to duty.
- Integrity.
- Openness to change.
- Willingness to work within a system where activities are tracked, measured, and aligned with outcomes.
This administration will be supportive, but it will also be disciplined. Standards will be upheld, and accountability will be taken seriously.
*My Leadership Approach*
My leadership will be inclusive, fair, and firmly results-oriented.
I will engage, listen, and encourage ideas, but we will remain focused on execution. Our emphasis will be on getting things done, measuring progress, and improving outcomes.
*Immediate Steps*
In the coming weeks, we will begin with:
- A comprehensive system-wide audit and baseline data capture.
- Introduction of a structured digital framework for attendance, reporting, and performance tracking.
- Strengthening of monitoring and supervision mechanisms across schools.
- Engagement with departments to ensure alignment with our priorities and clarity of responsibilities.
We are still going through the reports submitted by different units and departments, and I must note that in some cases, the submissions have not fully articulated the present state of their departments. We will therefore require clearer, more complete, and more honest reporting so that we can plan properly and move together as one team.
These steps articulated are designed to establish a system where performance is visible and progress is measurable.
*Conclusion*
Let me conclude by saying this:
The responsibility before us is significant. The work we do here will shape the future of children across Anambra State.
We must therefore build a system where:
- every school is visible,
- every teacher is accountable,
- every child’s learning is tracked, and
- every investment delivers measurable results.
This is how we move from intention to impact.
I believe in the capacity of this team, and I am confident that together, we can build a system that delivers real, lasting transformation.
Thank you, and God bless you all.
